What does MIL-STD 810E or MIL-STD 810F mean?

A United States Defense Standard often called a military standard, "MIL-STD", or "MIL-SPEC", is used to help achieve standardization objectives by the U.S. Department of Defense.

MIL-STD 810E refers to the type of testing that the mobile computer is put through to determine its ruggedness. Rugged mobile computers will state that it is MIL-STD 810E rated or may say it is MIL-STD 810F compliant. They both mean the same level of ruggedness is applicable. MIL-STD 810F is just a revision of MIL-STD 810E and applies more to the testing process rather than the resulting rating. MIL-STD 810E and F are the highest standards for ruggedized testing for mobile computers.

ICT Skills Plan

I was invited to a workshop in the Scottish Enterprise offices in Edinburgh today about the ICT Skills Plan for Scotland.

The Scottish Government created an ICT Industry Strategy for Scotland in 2010, and part of this was a Skills Plan. It recently commissioned a company to update that plan. As a result, there will be an updated ICT Skills Plan, and part of the process of creating the new plan is a number of workshops, when the Plan's creators will meet various organisations that effect ICT skills in Scotland. Today's meeting had representatives of the private sector (such as BT and Skyscanner), and public sector organisations (such as SQA).

There was a lot of discussion around Computing in schools. There was general agreement that young people (and especially girls) don't appreciate the range of exciting, well paid jobs in the IT industry, and also general misunderstanding about the meaning of words such as and "IT" and "ICT". It was recognised that initiatives such as the Curriculum for Excellence and the HN Review would address some of the weaknesses of the current curriculum in schools and colleges.

I always enjoy listening to practitioners. I learnt from the industry representatives about current job shortages (which include software testers and computer forensics/security specialists), and I hope I made a contribution to what schools and colleges can do to help.

Blogging qualification

I've received a draft version of a new unit on blogging. Web Logs is a single credit, National Unit at Intermediate 2 level (SCQF level 5) consisting of three outcomes:
  • locate and review blogs
  • create a blog
  • create a newsfeed to track blogs.
If approved, this could be the world's first national qualification on blogging.

Supporting centres to develop new awards

I posted recently about how colleges can develop their own qualifications. Many centres have "devolved responsibility" and can validate their own awards. Alternatively, centres can ask SQA to lead the development.

If colleges go down the latter route, SQA's Business Case Group (BCG) scrutinises their proposal and decides if the idea is viable. I attended a BCG meeting this morning because a college had proposad a new HNC qualification in my area. There was a positive outcome, which will be communicated to the centre in the near future.

The alternative route is for centres do develop a "single centre award" under their devolved responsibility powers. In this case, the centre has responsibility for developing the qualification, with advice from SQA, but they take responsibility for the development.

It's worth noting that under either scenario, the qualification, once developed and validated, is a national qualification, available to any centre. Also, under either scenario, SQA has responsibility for validating the units and would normally have representation at the validation event.

Android Tablet PC - Marriage of Android with Windows

Android Tablet PC was originally a term for an Android-based tablet. Technological developments and market dynamics have changed the name Android Tablet PC become completely merged Android Tablet with PC Desktop. Mated Asus tablet based Android  with a PC Desktop  based Windows, named ASUS Transformer AiO (All in One).

Tablet PC according to tablet pc is a portable computer that has a touch screen or a technology that allows users to use a stylus or digital pen, other than a computer keyboard or mouse. Tablet PC is designed as a portable device, to make it more practical. The difference is striking between the Tablet PC and Desktop PC, the Tablet PC has a touch screen and there are no keyboards.

Sector Panel meets to discuss NC review

The Sector Panel for Computing & Call Centres held its third meeting this morning. The main purpose of the Panel is to provide strategic guidance to SQA. The focus for today's meeting was the review of National Certificate provision.

I wanted guidance from the Panel on the general direction of the review. Walter Patterson gave a presentation on the background and also the current thinking on where we're heading. He received some excellent advice and it was very consoling that the Panel endorsed the Qualification Design Team's current thinking.

Qualification Support Team meeting

The QST for my HN awards met this morning to discuss the support needed for HN awards in my area (Computing, Networking, Multimedia, etc.).

The idea behind a QST is that ordinary lecturers can tell SQA about the sort of support materials that centres need to deliver our awards. They can also request changes to existing awards in the light of their experience in delivering the qualifications. It was a good meeting today with lots of actions coming from it.



It's not just members of the QST who have a voice. We also go through each request from centres and either agree to provide the support requested or offer an alternative. If you want the QST to consider an idea, please complete and submit this form.

We currently have two vacancies on the QST and I will request volunteers from the SQA Groupsite, so please join this group if you want to volunteer your services. It's a great way of ensuring that SQA supports qualifications in the way that you want.

Innovation in Application Development


You may recall a few weeks ago I sent a message to you all asking whether, if it was to be organised, you would be interested in attending an event that would look at i-phone application programming. The aim of such an event would be to consider the potential of a range of programming tools to support innovation in curriculum delivery.

I'm pleased to announce that Scotland's Colleges, in association with representatives from Apple and colleges in Scotland, will be hosting an awareness raising event on Thursday 1st April 2010. The morning sessions will look at the use of Apple application development tools within current programmes and the potential for integrating development of iPhone apps into curriculum delivery.

Following on from that, in the afternoon, there will be sessions on Alice programming, Xbox / XNA Games studio programming and Second Life programming. As well as an opportunity to consider innovation in the delivery of programming within the curriculum, it will also offer a chance to network with colleagues from across the sector regarding the use of these applications.

Oracle Academy seminar

I attended an Oracle Academy seminar in Glasgow yesterday afternoon to promote the links between the Academy programme and SQA awards. Although our links with Oracle are part of the DIVA project, it pre-dates that programme and, over the years, it has developed into a popular qualification in Scottish colleges. There are links between Oracle Academy and HNC Computing, HNC Computer Networking and HNC IT awards. Graeme Downey, from Clydebank College, gave an interesting presentation on how he combines Oracle with SQA provision.

Information event for "PIloting Enhancements to HN Qualifications" pilot

I've written about the HN Alternative Assessent project many times. We're now at the stage of the project when we want to publicise it and invite centres to get involved.

There will be an information event on Tuesday, 18 March in Glasgow (venue to be decided). The purpose of the event will be to describe the "enhancements" we've made to each qualification and invite centres to become involved in a pilot programme, which will run from 2014 to 2016. These pilot centres would be asked to deliver the alternative assessments.

SQA wrote to college principals last week to invite nominations to the event so your Principal should have this information if you are interested in getting involved. I should add that only pilot centres will be permitted to offer the alternative assessments so you have to come forward if you want to be involved. I hope that several colleges want to offer the alternative assessments for the HN Computing awards.

Heads of Computing event feedback

We asked you to complete an event evaluation survey for the recent Heads of Computing event. We closed the survey this morning and we now have the results.

The overall satisfaction rating for the event was 93%. The organisation of the event was very positively evaluated, and the agenda, format and duration of the day were liked. On a less positive note, the location was less well liked and the directions to the room were criticised. But, overall, the event appears to have been a success.

We added a couple of questions about next year's event and, as a result of this feedback, we propose to run the event in January (your most popular choice) in Stirling (a suggestion from a respondent). We also asked what you wanted us to discuss, and the overwhelming majority want qualification development, e-assessment and support materials to figure prominently. We introduced a "keynote" talk last year and this, too, is a popular part of the agenda, which we will continue next year.

NPA Computer Games Development

If you are considering offering SQA's new National Progression Awards in Computer Games Development (available at SCQF levels 4, 5 and 6) you may be interested in attending the Game to Learn: Take 2! conference at Dundee College on 18 March. The NPA covers the design, creation of graphics, sounds and animation and development of computer games.

Colin Maxwell from Carnegie College will lead a workshop on how to create a 3D game using Blender, the free 3D modelling and animation tool. The session will look at using Blender in the context of teaching Units in the NPA Computer Games Development qualification. Digital Passport FAQ

We often get enquiries about new awards (such as "When will it be available?" and "Can my centre offer it?") so we decided to create a FAQ (Frequently Asked Questions) for all new (or significantly changed) awards. Our first FAQ is about Digital Passport.

We will produce a FAQ for all future developments so look out for them in future. The next one will be for the revised NC awards. Let me know (via the comment facility) if there are any questions omitted from the FAQ that you would like answered.

Updated subject definitions

As readers will know, we recently made changes to the External Verification Groups. This was done in response to a Royal Society report that made recommendations about naming the subject area. The new Verification Groups are:
  • 288 Information Technology
  • 357 Computer Science
  • 358 Digital Literacy
While the overall subject area remains "Computing", it is now sub-divided into these sub-groups. We recently updated the definitions that SQA uses for the cognate groups.


This is more than a cosmetic change. For one thing, it will effect External Verification but, perhaps more importantly, it helps us to view the subject area differently from an academic perspective. It also highlights the growing importance of digital literacy and computer science.

These definitions will be maintained here so that you can check the most up-to-date version. Contact me if you have any comments or suggestions about this document or contact Allison Paterson if you have any questions about External Verification.

New Operating Systems Units (Windows 7, Linux....)

We are in the process of finalising three new HN Units on Configuring, Troubleshooting and Managing Desktop Operating Systems which are listed below.  The Units were written with Windows 7 in mind, however, the Outcomes in each of the Units have been written in a vendor-independent manner.  There is no restriction placed on the operating system to be used and centres are free to choose any operating system of their choice.
  1. Configuring a Desktop Operating System (2 Credits at SCQF Level 7)
  2. Troubleshooting a Desktop Operating System (2 Credits at SCQF Level 7)
  3. Managing a Desktop Operating System Deployment (2 Credits at SCQF Level 8)
Each of the above Units may assist candidates to prepare for Microsoft Certifications (70-680 TS: Windows 7 Configuring, 70-685 Pro: Windows 7 Enterprise Desktop Support Technician, 70-686 Pro: Windows 7 Enterprise Desktop Administrator).

We aim to have the Units finalised , coded and available to centres by 1st April 2011 at the latest.  These will be added automatically to the HNC/D group awards as optional units.

NPA survey

After the recent validation event, when we were asked to go away and think again about the NPAs we planned to produce, the development team reviewed its planned awards and came up with slightly revised proposals, reducing the number of NPAs by two - and introducing a new one on Photography.

Shirley e-mailed centres this afternoon to ask staff to complete a short survey about our plans. The survey can be found here, and I'd appreciate if you would take a few minutes to complete it. The bigger the response, the more confidence we can have in the results - and the more we can justify our proposals to the Validation Panel.

Sector Panel for Computing and Call Handling

I attended a meeting this afternoon to discuss a new forum with responsibility for HN/SVQ awards. It's called the Sector Panel for Computing & Call Handling. It's main purpose is to support SQA staff through the provision of advice, information and guidance from key occupational stakeholders.

The Computing & Call Handling group has representation from E-Skills UK, Microsoft, CompTIA, Cisco, Oracle as well as representatives from Scottish colleges and training providers, and the Scottish Executive. So it's shaping-up to be a good Panel.

The first meeting will take place on Tuesday, 22 March.

HN College Collaboration Meeting

Chris Jones (Cumbernauld College) recently got in touch to ask if the Computing Team could add some information to our blog for a forthcoming HN College Collaboration meeting that has been organised by Marion McNab (City of Glasgow College) and himself to take place on Friday 2nd March 2012.

National Certificate in Computer Games Development

At the risk of turning this website into a computer games blog, I have news about a new college-led development relating to computer games.

Forth Valley College approached SQA a few weeks ago, as part of the on-going review of National Certificates, to seek our support for the creation on a new National Certificate (NC) award relating to computer games. The college would lead a small consortium of centres in creating a new award entitled National Certificate in Computer Games Development at SCQF Levels 5 and 6.

We were happy to support this proposal, and ensured that the team behind it were fully aware of other national developments in this area, so, if all goes well, there should be a new NC award available to centres from August of this year. Contact Fiona Jackson for more information.

This NC would be the final piece in the jigsaw, given that NPAs and an HNC/D are already in production.

Support Materials for NPA/NC/HN/PDA Awards

I receive many phone calls and e-mails from centres looking to find out which exemplar materials have been produced (or in the process of being produced) for a variety of units within our Group Awards.

We have a dedicated team within SQA who project manage the production and publishing of all Support Materials for units within NPA/NC/HN/PDA awards across all qualification areas.

This team maintain tracking spreadsheets of all support materials and these are published on the SQA website and updated on a monthly basis.  These spreadsheets are an excellent resource for centres giving up-to-date information on the development/publishing stages.

Understanding Touch Screens

Touchscreens are often a feature or upgrade option on rugged, mobile computers that are not offered on commercial, plastic computers. Basically, a touchscreen is another way to move around in an application other than the keyboard/mouse. In the rugged computer world, touch screens come in two flavors - the more traditional finger-touch style of touch screen also called passive or resistive, and the newer style digitizer or active touch screen which requires the use of a stylus pen and allows for handwriting or signature capture directly on the screen of the ruggedized laptop, handheld, or tablet. Some manufacturers offer rugged computer models with one or the other type while others offer a dual-mode which provides both types in the same computer.

Touchscreens are often a desirable feature for in-vehicle computers or for any ruggedized in-field computer used in an environment where typing is difficult. Some organizations develop or purchase software that is specifically designed with a touchscreen in mind that will have big touch buttons on the screen (think about an ATM machine or restaurant cash register for example).

New community on Google+

The team has explored the use of social media to communicate with you since 2004 when this blog was started. Over the years, some worked (Blogger and Twitter) and some didn't (Facebook). We get around 50 page visits per day to this blog, and our Twitter account has almost 500 followers.

Although Blogger and Twitter have been great for communicating information to you, they're not so good for generating discussions, which was why we tried using Facebook around a year ago. That didn't work well but today I created a Google+ community to see if that helps to stimulate discussions about Computing qualifications.

I've made it a private group so you have to request to join but it's a very, very simply process. If you already have a Google account it will take (literally) two seconds, and if you don't it will take two minutes.

There is only one community so it's a one-stop-shop for all the qualifications. I hope you choose to give it a try. Computer games

Over 40 people voted in the poll (see panel on right) about your intentions regarding computer games. The results are very positive with almost everyone being interested in qualifications in this area. Not really a surprise but good to see none-the-less. It was also the largest response to a poll on this blog that we've ever had.

The validation for the new HNC/D Computer Games Development takes place on Friday, 12 March. This will be followed, sometime in April, by the validation of the NPAs (at Intermediate 1, 2 and Higher). So, there will be qualifications spanning SCQF Levels 4-8 available by the summer. I received the validation proposal document from the lead developer of the HN awards this morning and the qualification looks very exciting, with units in Game Technology, 3D Level Editing, AI, Game Physics, and History, Evolution and Impact of Computer Games.

We try to be fair and transparent when we ask for volunteers to work with us. Social media is a great tool for this.

We have recently been looking for people to help us with a number of new projects. We use our online group for this. Visit to Clydebank College

I visited Clydebank College yesterday to have a look at the new campus. It's very impressive. The location is fantastic - right beside the Clyde.

I taught there from 1984 to 1990 and it was great to meet old colleagues such as Graeme Downey and Bob McAllister. I'm still recovering from lunch in the training dining room.

I don't do enough visits to centres. I really enjoy meeting the people who actually deliver SQA awards and it's great to hear their views and see qualifications being delivered in a classroom.

The SVQ launch event takes place next week and I met with a couple of the speakers to discuss arrangements. Jack Robertson (left, front) will talk about the IT User awards and Jack Coleman (left, rear) will speak on IT Practitioner/Professional awards.

Caroline Douglas (right, front) is over-seeing the organisation of the event and Tamsin Rae (right, rear) is the official SQA coffee-pourer (Tasmin is actually providing admin support for the event).

Vendor credit transfer letter sent to centres

I received confirmation this morning that a letter has now been despatched to centres relating to credit transfer between SQA awards and vendor qualifications. You should receive the letter in the next day or two.

College-devised qualifications

I've previously commented about the collaborative and inclusive way that SQA develops qualifications. We also encourage centres to come up with their own ideas for new qualifications. Many do.

This morning I spent some time discussing an idea from a centre for a new HND in my area. I advised the person about SQA's qualification toolkit, which is useful for all types of developments, and also the specific facilities we provide to centres that want to develop their own awards. The first thing you have to do is to complete and submit a development proposal form [DOC].

Of course, before you do anything, you should check the current portfolio of awards to ensure that your idea is new.

Qualifications Support Team meeting for NC/PDAs

The Qualifications Support Team (QST) for the NC and NPA awards in my area met yesterday afternoon in the Marriott Hotel in Glasgow.

The purpose of this committee is to monitor the operation of NC/NPA awards, and advise me about what needs to be done to support centres. Members include teachers, lecturers and representatives of support agencies. The main discussion points at yesterday's meeting were PC Passport and the development of the new NPAs.

The new PC Passport is being introduced by many centres this year (it was available in 2007 but most centres stuck with the the original awards) and there are a range of implementation issues arising from centres. I received helpful advice about what SQA could do to support centres.

With respect to NPAs, members wanted SQA to provide support materials for all units that form part of NPAs (at present some units have assessment packs and some don't). I agreed to take this forward.



An important function of the committee is to discuss proposals from centres for changes to existing awards and changes to assessments. We looked at nine proposals yesterday and agreed (subject to funding) to create some new units for the existing NC awards.

QSTs provide an important link between SQA and centres, and serving on it gives members an opportunity to influence how and what SQA does to support our qualifications. We're always looking to be as representative as possible so please contact Shirley if you want to find out more about serving on a QST.

Computer Basics

We've been working on a new introductory computing unit for some time now, and I am pleased to say that I carried out my final edits on it this afternoon.

The unit has still to be validated but I don't think much, if anything, will change so this version is pretty much the one you will see on the SQA website in the near future.



It's an interesting unit. It's firmly aimed at beginners, and it's very up-to-date, covering desktop PCs, laptops, tablets and smartphones. It's the first qualification to mention the Raspberry Pi.

The aim of the unit is to provide a modern, interesting and enjoyable introduction to computing in the 21st Century, covering essential skills and foundation knowledge. I hope it does that.

Vocational qualifications in schools

Computing is one of the subject areas with a significant number of vocational qualifications in Scottish schools, which have traditionally offered National Units and some vocational group awards. For example, during the present session, over 1000 pupils are currently undertaking the NPA in Computer Games Development.

I was invited to talk to a group of Aberdeenshire teachers in Kemnay Academy yesterday, who wanted to know more about the vocational qualications available to schools. They particularly wanted to know more about the suite of NPAs available to schools and colleges.

So I gave a presentation on vocational qualifications in general and the Computing ones in particular. I highlighted some specific awards, such as the new National Units called Computer Basics and the forthcoming award entitled NPA Digital Passport. I pointed out some of the advantages of vocational qualifications: the large choice, the range of subjects covered, the more flexible assessment, and the materials available to support them.



Around 20 teachers were present and, I think, they were genuinely interested in how their schools could compliment the "standard" provision with some vocational awards. Selecting External Verifiers

I spent this morning finalising my External Verifier (EV) selections for 2010/2011. Once per year I am asked to select EVs and work out how many days each one needs to carry out their designated roles (which can be to check NC, HN, SVQ or vendor awards). David Drennan (ex-Cumbernauld College, now retired) heads the EV team.

EVs don't just go round centres to check standards. They are increasingly used for a wide range of tasks such as checking the quality of support materials or helping to write Units. Being an EV is fantastic CPD. Not only do you gain first-hand experience of the standards across colleges but you are also involved in a wide range of curriculum development activities.

I have encouraged readers of this blog to apply to become an EV. If you have applied, you might be wondering how long it takes to move from the reserve list to being used. I am working with Assessment Standards people in SQA to try to find a way of giving new EVs an opportunity to get involved.

Computing Aspect report

I attended the College Development Network, in Stirling, yesterday to get early feedback on the findings of the Computing Aspect Report. Sheila Page, HMIE, spoke at the recent Heads of Computing event to give informal feedback on her findings during the recent inspection of Computing in colleges. Representatives of several colleges attended yesterday's event.


The college inspections were carried out by two HMIEs, including Sheila, and five Associate Assessors, and consisted of two visits to six colleges. It involved classroom observations, discussions with college managers, and analysis of Performance Indicators (PIs).

Although Sheila emphasised that this was interim, not final, feedback, it sounded positive, and certainly more positive than the previous report, in 2009, which was critical of teaching and learning in colleges. So it looks like some significant improvements have taken place since then. She was particularly complimentary about resources, the balance between theory and practical learning, and the commitment of learners. However, some things, such as the way teaching was presented "had headroom for improvement", using active learning and project work. But much progress seems to have been made since 2009.

Sheila wanted our feedback on her findings. There was pretty much unanimous view that CPD remains a problem in a subject area, as one attendee put it, "with a unique need for on-going CPD due to the rate of change in the subject area". I asked about assessment practice in colleges (the previous report alluded to "teaching to the test") and Sheila agreed to give this some consideration for inclusion in the final report.

There will be lessons, too, for me and my team since the final report will discuss qualifications and the curriculum. I look forward to reading it. The report will be finalised by June and published in September.

Educational policy in England

I've mentioned SQA's research seminars and masterclasses before. I attended a research seminar on educational policy in England this afternoon. It was presented by Professor Jo-Anne Baird and Professor Janette Elmwood of Queen's University.

The focus of the seminar was the impact of educational policy in the 14-19 age group in England. The presenters emphasised the sheer number of changes that had occurred in England during the last ten years. For example, funding for English colleges "had changed every year for the last 10 years" resulting in an atmosphere of constant change. The presenters had carried out research with school pupils and college students, and said some interesting things about assessment. English students liked external assessment, expressing the view that it was "fair" and "equal", compared to internal assessment, which could be effected by their relationships with their teachers. They liked a mix of examinations and courseworks but felt there was too much assessment.

The presenters pointed out that "the student voice" was rarely heard when policy was created -- which reminded me that I need to get a student representative onto the QDT for the HN review. :-)
